§ 114-66. Purpose and Intent.

The purpose and intent of this article is to provide adequate off-street parking and loading areas to serve the majority of traffic generated by development. The provision of parking and loading areas is to:

(1)

Avoid undue congestion on the roads;

(2)

Protect the capacity of the road system to move traffic;

(3)

Minimize unnecessary conflicts among vehicles, pedestrians, and bicyclists;

(4)

Facilitate the use of transportation management systems; and

(5)

Avoid noise, glare, lights, and visual impacts of parking and loading operations on adjacent properties.
